我國目前共有17座提供民航服務之機場,位處高雄市小港區之高雄國際機場(下稱高雄機場),定位為南部地區區域型國際機場,服務範疇涵蓋南部地區六縣市,提供國際航線、本島與離島國內航線,為17 座提供民航服務機場中,第二繁忙之機場,客運量僅次於桃園國際機場,亦為南部地區最主要之國際機場及對外門戶。高雄機場占地約 267 公頃,現況設有一條跑道機場,營運中最大機型為B777-300(約316人座),二座單元式航廈,國際航廈(設計年容量609 萬人次)、國內航廈(設計年容量420 萬人次)。新冠肺炎疫情爆發前,2019年年旅客運量達750萬人次(國際航線約608萬人次、國內航線約142萬人次),近年受新冠肺炎疫情影響之客運量已開始復甦,2023年旅客量約422萬人次(國際航線約292萬人次、國內航線約130萬人次)。 Currently, there are 17 airports in Taiwan providing civil aviation services. Kaohsiung International Airport (hereinafter referred to as Kaohsiung Airport), located in Xiaogang District of Kaohsiung City, is positioned as a regional international airport for the southern region, serving the six counties and cities in southern Taiwan. It offers international routes as well as domestic flights to both the main island and offshore islands. Among the 17 airports providing civil aviation services, it is the second-busiest airport, with passenger volume only surpassed by Taoyuan International Airport. It is also the primary international airport and gateway for the southern region. Kaohsiung Airport covers approximately 267 hectares and currently has one runway, capable of accommodating the largest aircraft in operation, the B777-300 (approximately 316 seats). The airport features two terminal units: an international terminal (with a designed annual capacity of 6.09 million passengers) and a domestic terminal (with a designed annual capacity of 4.2 million passengers). Before the outbreak of the COVID-19 pandemic, passenger volume in 2019 reached 7.5 million (approximately 6.08 million for international routes and about 1.42 million for domestic routes). In recent years, following the impact of the pandemic, passenger volume has begun to recover, with approximately 4.22 million passengers in 2023 (approximately 2.92 million for international routes and about 1.3 million for domestic routes) 交通部民用航空局為確保高雄機場發展能契合社會經濟變遷及空運發展趨勢,已定期辦理機場整體規劃(Masterplan,或稱主計畫)修訂作業。依行政院2018年核定之「高雄國際機場2035年整體規劃」分析,在中度發展情境下,預期2035年國際航線客運量約為745萬人次/年、樂觀發展情境則為886萬人次/年。在此運量成長趨勢,既有國際航廈容量將不敷使用,而既有國內航廈受制建物結構及空間格局,亦無法將閒置空間調配供國際航線使用;此外機場排班計程車停等空間、大客車停車位以及航廈與高雄捷運(R4高雄國際機場站)出入口之連通動線便利性亦有待提升。因此,「高雄國際機場2035年整體規劃」建議新建新航廈以及轉運中心,以滿足未來運量成長需求,並提升旅客服務水準及運作效率。 The Civil Aviation Administration (CAA) of the Ministry of Transportation and Communications has regularly revised the overall planning (Master Plan) for Kaohsiung Airport to ensure that its development aligns with social and economic changes as well as trends in air transport development. According to the "Kaohsiung International Airport 2035 Master Plan" approved by the Executive Yuan in 2018, it is anticipated that under a moderate development scenario, the passenger volume for international routes will reach approximately 7.45 million passengers per year by 2035, while under an optimistic development scenario, it could reach 8.86 million passengers per year. Given this growth trend, the existing capacity of the international terminal will become insufficient. Additionally, the current domestic terminal is constrained by its structural limitations and spatial layout, making it impossible to reallocate unused space for international routes. Furthermore, improvements are needed in the airport's taxi waiting areas, bus parking spaces, and the convenience of the connectivity between the terminal and the Kaohsiung Metro (R4 Kaohsiung International Airport Station). Therefore, the "Kaohsiung International Airport 2035 Master Plan" recommends the construction of a new terminal and a transit center to meet future demand for passenger growth and to enhance service levels and operational efficiency. 交通部民用航空局自2018年起啟動辦理新航廈及轉運中心之綜合規劃(含環境影響評估)作業,於2023年奉行政院核定「高雄國際機場新航廈工程計畫-第一期建設計畫」,並賡續辦理設計階段作業。依行政院核定內容,高雄機場新航廈建設將秉持智慧、人本、環保、永續之理念,將既有二座單元式航廈整合成為一座供國際線、國內線共用之集中式大航廈(內建轉運中心機能),預期完成後可擴增高雄機場年旅客容量至1,650萬人次(國際航線1,490萬人次、國內航線160萬人次),型塑南部地區國門新意象,驅動產業創新發展,期藉由新航廈建設帶動南部地區整體社會經濟成長,並滿足高雄機場未來需求、優化機場服務品質及厚植對外競爭能力。 Since 2018, the Civil Aviation Administration (CAA) of the Ministry of Transportation and Communications has initiated the comprehensive planning (including environmental impact assessment) for the new terminal and transit center at Kaohsiung Airport. In 2023, the Executive Yuan approved the "Kaohsiung International Airport New Terminal Project - Phase I Construction Plan," and the design phase is currently underway. According to the approved plan, the construction of the new terminal at Kaohsiung Airport will adhere to principles of intelligence, human-centered design, environmental protection, and sustainability. The existing two terminal units will be integrated into a centralized large terminal that will serve both international and domestic flights, incorporating transit center functions. Once completed, the new terminal is expected to increase the airport's annual passenger capacity to 16.5 million (14.9 million for international routes and 1.6 million for domestic routes). This project aims to create a new image for the southern region's gateway, drive innovative industrial development, and foster overall social and economic growth in southern Taiwan. Additionally, it will meet future demands, optimize airport service quality, and enhance international competitiveness.
